E- Govenment

In 2004 begun various actions to promote the development of E-Government and improve citizen services.

Law 11/2007 June 22th on citizen electronic access to public services is being the main catalyst of E-Government. This law declares the universal right of citizens to interact through internet with all public administrations. It is a legal disposition for a XXI century society. The Law 11/2011 promotes efficient, effective, transparent and closer to citizens public administrations.

Spain Government has set up a whole set of common information and communications solutions, infrastructures and services. These common tools pave the way to develop E-Government in different Public Administrations. Law 11/2007 of citizen electronic access to public services foresees some of these tools. Among them the following:

  • SARA NETWORK: is a telecommunication network. It interconnects all Public Administrations in Spain.
  • Plataforma@Firma: (Platform@Sign) is a software platform for validation of electronic certificates and electronic signatures.
  • Plataforma de intermediación : software platform to exchange information and replace paper certificates. Thanks to this platform, citizens handling formalities with public administrations don’t submit paper certificates to proof their identity, residence, education qualification certificates or cadastre information, among others data.
  • Common Electronic Administrative Registry
  • Electronic Notifications

The extraordinary advancement of E-Government in Spain is being possible thanks to a complete legal framework. This legal framework devotes special attention to: interoperability between public administrations, security of information and communications systems, data, communications and electronic services.

The 060 network defines a new model of citizen service. A model focused on citizen demands, needs and expectations. The 060 network involves the participation of all levels of public administrations: State, Autonomous Communities (regions) and Local Entities. This project articulates a joint offer of public services overcoming competences barriers.
